Daet, Camarines Norte -- The Department of Health (DOH) in coordination with the Provincial Health Office continues to monitor malaria incidences particularly in Paracale town. According to Dr. Jocelyn M. Iraola, provincial health team leader bed net treatment has been effected in the affected barangays and victims have been treated with the support of the local government unit. Of the 27 barangays of Paracale, six have reported malaria cases notably in barangays Bagumbayan, Gumaos, Casalugan, Malaguit, Polbacion Norte, and Tawig. Based on reports, there were 117 malaria cases since January this year. A case was also reported in neighboring Jose Panganiban town. Iraola said the DOH/PHO has put under control the situation obtaining in the province notably in Paracale. She said that health authorities advise continuing clean-up activities in streams particularly shaded areas.

 

PILI, Camarines Sur -- Gov. Luis Raymond "L-Ray" Villafuerte is one of the frontrunners in the extensive cultivation of jatropha curcas or popularly known as "tuba-tuba" as an alternative cleaner fuel source. Villafuerte's initiative is in response to the national government's call for finding an alternative source of fuel and energy to cushion the impact of the high cost of fuel and to lessen the country's dependence on imported crude oil. But the province is utilizing only local funds for the extensive propagation of jatropha. Danilo B. Cea, project manager of the Jatropha Project Management Office, said the province has a 200-hectare plantation and nursery farms in the towns of Del Gallego, Libmanan, Pili, Caramoan, Iriga City, Sipocot and Calabanga. Cea reported that the plantations yielded only 600 kilos of tuba-tuba seeds after super typhoons "Milenyo" and "Reming" hit the province last year. The seeds are now ready for germination and transplanting to another 250 hectares. Energy experts consider jatropha curcas as the fuel of the future and could be the answer to the continuing price escalation of petroleum products in the world market.

 

Sorsogon -- The provincial government of Sorsogon along with the Provincial Agricultural and Fishery Council (PAFC) Industrial Crops Committee, in its desire to bring additional information and gains to pili farmers in the province, will be conducting two hands-on training on Monday, Sept. 1, 2008, in this city. The first training to be conducted in the morning will focus on Tapping of Pili Sap or Manila Elemi. Mr. Arsenio Ella of Forest Products Research and Development Institute will tutor the participants on the right procedures to obtain pili resin from its trunk without obliterating the entire pili tree. PAFC Chairman Godofredo Ditan said that through this technology, pili farmers will certainly gain higher profit and will continue to gain more as long as the pili tree lives. The second training to be conducted in the afternoon of the same day will focus on Pili Pulp Oil Extraction. Mrs. Minda Yee, proprietor of Leslie's Pili Products here, will delve on the proper procedures necessary to produce oil from pili pulp. Yee said that aside from its pleasant odor, the oil produced from pili is very ideal to use in cooking and in other food products.It also contains medicinal properties, Yee added. After the lecture-demonstrations, participants interested in pili tapping are expected to do a practicum thus requiring them to bring a small bolo, while for groups interested in pili pulp oil extraction, they are required to bring cheesecloth, small bottle and small pan. Ditan, meanwhile instructs interested participants to register at the PAFC Office found at the Provincial Agriculture Office, Capitol Compound, Sorsogon City. The pili or Canarium Ovatum, which is indigeneous in Bicol region grows abundantly in Sorsogon and is one of the province's premier products. 

 

Legazpi City -- The National Food Authority (NFA) in Bicol has revised its palay procurement target for July to December this year from 342,800 bags to 801,600 bags, an increase of 136% from its original target. NFA Bicol regional director Edgar S. Bentulan said after consultations with the NFA provincial managers, adjustments were necessary to the region's procurement intentions to conform with current realities and projections in production and market situation. "Per Department of Agriculture (DA) estimates palay production this 2nd semester will be 10.2 million bags." Bentulan said with the early onset of palay procurement starting July, due to replacement crops harvest in areas of Camarines Sur affected by floods last February and March, and the August replacement harvests in Albay that have been coming up since the 1st week, procurement this crop harvest will link over the main cropping harvest starting September up to December 2008. NFA's buying price for palay is P17/50 kg. and P1,800 for fertilizer incentive effective August 1, 2008 for those farmers selling 50 bags to the NFA. Aside from the high buying price, the NFA is employing procurement strategies such as: free hauling with the use of NFA trucks; mobile procurement teams to far-flung production areas; free use of NFA solar drying pavement; and a minimal fee of P12/50kg in the use of mechanical dryers. In anticipation for what be called unprecedented "mammoth" procurement, Bentulan emphasized that the agency will buy palay produce only from farmers and farmers cooperatives actively and actually tilling their farms and not from individual traders buying palay. Farmers/farmer groups are required to revalidate their passbooks/master passbooks requiring certification from the MAOs/Technician or NIA before palay deliveries are accepted. Bentulan said the NFA in the region has already bought a total of 104,197 bags of palay. "The NFA has established 18 buying stations in Bicol: Albay with 4; Camarines Norte - 2; Camarines Sur - 4; Catanduanes - 2; Masbate - 2; and Sorsogon - 4.

This, after the Civil Service Commission (CSC) led by new Chairman Ricardo Saludo and the Association of State Universities and Colleges (PASUC) headed by its president Dr. Laauro Tacbas, signed a Memorandum of Agreement for the Pamanang Lingkod-Bayan Iskolarsyip program on August 1, 2008. CSC Bicol regional director Cecilia R. Nieto explained that under the MOA, the spouse and children of a deceased official or employee may be granted scholarship covering tuition and other fees for any course in state universities and colleges, including graduate degree offerings. Once accepted or enrolled in a participating school, the beneficiary can obtain an endorsement from the CSC for course fees to be waived or heavily discounted. The CSC shall certify who are entitled to the Pamanang Lingkod-Bayan Iskolarsyip. Saludo in his message during the signing said "our dedicated public servants devoted their lives to the service of their countrymen. Now we repay their heroism by helping provide for their families, including schooling for a better future." It was reported that Vice President Noli de Castro gave P100,000 to the fund while Saludo, the new CSC chair, donated P100,000, with another half-million in pledges from guests. The mechanics of the fund are being finalized, so CSC can solicit contributions and eventually disburse funds once a target sum is reached, Nieto said.
