To qualify for the examination, a graduating elementary pupil from a duly recognized school by the Department of Education (DepEd) should meet the following criteria: 1) belongs to the upper 10% of graduating class as certified by the School Principal, or have special aptitude in Science and Mathematics as supported by the report card and letter of recommendation; 2) a Filipino citizen with no pending application as immigrant to any foreign country; 3) not more than 15 years of age by June 30, 2008; 4) in good health and fit to undergo a rigorous academic program; 5) of good moral character; and 6) has not taken the PSHS NCE previously. Applications must be filed in duplicate copies together with the following: Two identical recent 1x1 ID pictures; Non-refundable test fee of P100 for private schools (this is free for public schools); and copy of report card and letter of recommendation if the applicant does not belong to upper 10% of current graduating class. Intensity 6 was felt as well in Virac, Catanduanes, Intensity 5 in Sorosogn City and Irosin town in Sorsosogn, Intensity 3 in Naga City and parts of Camarines Sur, as well in Masbate and in Samar, Leyte and Negros Occidental. Laguerta said the findings of the recent ground deformation survey on the Mayon volcano will determine whether the quake had an effect on the 2,462 meter high world-famous volcano in Albay. "Our data shows that that the restive Mayon volcano erupted in 1984 after an strong earthquake at the Albay Gulf." Sagñay, Camarines Sur -- Farmers, fishersfolk, women and youth gathered recently for a unique KALAHI-CIDSS presentation of community proposals from different barangays of this coastal town. Late in July this year volunteers from 12 barangays of this town presented their proposed community projects and ranked for possible funding under the KALAHI-CIDSS: KKB project through the Municipal Inter-Barangay Forum (MIBF). The MIBF is a public gathering of community volunteers, municipal representatives, non-government organizations and other groups and individuals within the municipality. It is a unique KALAHI-CIDSS mechanism whereby the community proposals presented by the volunteers are ranked for possible funding under the KALAHI-CIDSS: KKB project. Through the MIBF, the proposed development projects from different barangays are prioritized. Most of the proposed projects were roads, bridges, school buildings, potable water system, health stations, and post harvest facilities. The barangays ranked for funding were: Brgy. Kilantaao (ranked 1), Brgy. Mabaca—2nd, Bgy. Minadongjol - 3rd and Brgy. Buracan on 4th place. After the proposals were ranked, another municipal based forum shall be held for the final approval of the community projects. KALAHI-CIDSS: KKB or the Kapit Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services, Kapangyarihan at Kaunlaran sa Barangay is a poverty alleviation project that empower communities, strengthens local governance and hastens development in the barangays. It is being implemented by the Department of Social Welfare and Development (DSWD) with funding support from the World Bank.

To conform with this year's anniversary theme "Buwis Mong Babayaran, Ating Kinabukasan", BIR Bicol OIC regional director Diosdado R. Mendoza said that it is fitting to give commendation to the top taxpayers for their significant contribution in exceeding the region's collection goal by 17.05% for the year 2007 thus making Revenue Region No. 10 as the top collection performer (1st place) under the Class "B" Region Category. A total of 38 top taxpayers were awarded with plaques by BIR top officials led by OIC-Deputy Commissioner for Operations Nelson M. Aspe, Assistant Commissioners Haime B. Santiago of the Taxpayers Assistance Service and Alberto A. Pio de Roda of the Information Systems Development Service. The top taxpayers in each Revenue District Office (RDO) in Bicol were classified into two categories, the corporation and individual.
