Only one of the 16 Regional Offices of the Department of Public Works and Highways was able to complete their task of completing the construction of school buildings identified for the year 2007. Engineer 4 Ric Mobo, a staff of DPWH Undersecretary Bashir Rasu-man, chairman of the agency's task force for School Buildings, said that as of April 30, only Eng. Orlando Roces, regional Director of DPWH in the Bicol Region was able to submit a 100 percent completion report to their office. Records culled from the DPWH showed that as of April 30, three of their regional offices were still below 50 percent completion, namely the Autonomous Region in Muslim Mindanao (ARMM), 24.41 percent; Western Visayas, 33.58 percent; and Central Mindanao with 44.80 percent.
